On Friday, July 6, 2012, without any fanfare or publicity, President Barack Obama signed an executive order titled Assignment of National Security and Emergency Preparedness Communications Functions.  Chances are that Obama didn’t want to bring attention to this action because of the power it places in his grasp.Section 1 of the executive order reads:
